(April 12, 2019) Two people were arrested on drug and paraphernalia charges following an April 4 traffic stop on Philadelphia Avenue.
According to police arrest reports, Delaware residents Kimberly Anne Morgan, 47, of Dagsboro, and Joe Ed Skeens, 27, of Frankford, were charged with possession cocaine and crack cocaine, as well as possession of paraphernalia.
Police stopped their Volkswagen around 10:54 p.m. after the driver, Morgan, allegedly failed to come to a complete stop before turning at a red traffic signal at the intersection of 33rd Street and Philadelphia Avenue. Skeens was a passenger in the car.
After stopping the Volkswagen, a K-9 detected narcotics inside the vehicle, according to the report. Upon searching the car, police found a small piece of plastic wrap with a white powdery substance under the vehicle’s front passenger seat, a metal pipe containing cocaine residue, and a piece of crack cocaine, and cocaine residue in other devices.
Police said Morgan and Skeens admitted to recently smoking crack.”
Morgan was released on her own recognizance, and Skeens posted a $3,500 bond on April 5, records show. Their trial is scheduled for 9 a.m. on July 8 at district court.
